Explanation on features of Waypoints

Command

Using /waypoint, /wp, /wayp, /wpoint opens this GUI

Teleport

Pressing the Ender Pearl allows you to view all of the waypoints, by clicking on an item, you can teleport to it.

Create Waypoints

Pressing the Emerald allows you to create your own waypoint.
Entering the name in chat and holding an item allows you to create it with a custom name and icon
This does NOT make a waypoint that can be teleported to, it will add it to the funding menu, see next section for more information.

Funding Waypoints

Pressing the emerald shows all the waypoints in need of funding.
5 players must chip in any money to allow it to be created
The overall cost of the waypoint is $300 which can be split over any amount of players and any player can deposit any amount

Clicking on an item lets you deposit money into it with the mineral signifying the higher payments.
When a waypoint has 5 or more players who have deposited money and a total of $300 or more funded, it will become a waypoint that players can teleport to
